Concrete driveways in Donnybrook

Driveway and crossover concreting in Donnybrook 3064, City of Whittlesea: the two step crossing permit, street tree and frontage rules, swales and inspections.

Donnybrook shares the 3064 postcode with Kalkallo but sits in the City of Whittlesea rather than Hume. That council boundary changes the paperwork for anything built over the nature strip. Whittlesea’s .id community profile lists Donnybrook among the suburbs of the City of Whittlesea. If you send a Donnybrook job through this website, an independent concreter receives it and deals with you directly on price, timing and the work.

From a rail stop to housing estates

The 2012 Lockerbie planning report described Donnybrook as a small rural community based around the Donnybrook train station and the Donnybrook Hotel, with a few smaller residential properties. Housing estates have since been developed there; Satterley’s Heartford community is one marketed as Heartford Donnybrook. On a new home the concreting list is usually a first driveway, side paths and a backyard slab, and pricing them together is worth asking for.

Whittlesea’s crossing process

The City of Whittlesea’s Vehicle Crossing Policy 2024 runs a two step process:

  1. Vehicle crossing application. You or your concreter submit a concept plan with measurements, photos of the frontage, a description of the proposal and any pits, poles or street trees affected. Applications can go through council’s online portal, by email, by post or at the South Morang offices.
  2. Works in Road Reserve permit. Once the crossing is supported, this permit must be issued before work starts. Council’s standard drawing for the crossing comes with it.

Inspections follow: the permit holder books a pre-pour inspection with at least 2 business days notice, and a final inspection is carried out about four weeks after construction. If work starts without the permit or the pre-pour inspection, the policy says council may require all or part of the crossing to be rebuilt at the applicant’s cost.

Rules that catch Donnybrook owners out

Some policy points matter more on new estate streets:

  • Narrow frontages. New crossings are not supported for single dwellings with a street frontage under 7.6 m.
  • One crossing per house, and 3 m to 4 m wide at the property line.
  • Street trees. No crossing within 2.5 m of a street tree trunk, and no intrusion into the tree’s structural root zone. Young street trees on new estates are easy to overlook when planning.
  • Swales and scraping. Where the nature strip has a swale drain, or the property sits high above the kerb, the policy warns that cars may scrape and asks for a design with surveyed levels.
  • Gates must open inwards or otherwise not block pedestrians.

A driveway that meets the crossing has to work with those levels. The CCAA data sheet on residential driveways recommends transition zones at either end of steep sections to stop low cars bottoming out.

The driveway inside your boundary

Inside the boundary the rules are the same as anywhere in Victoria. The Building and Plumbing Commission says a driveway does not need a building permit, and a contract for driveways and paving alone is not generally domestic building work. What matters is the build: an adequate base, the right thickness for your vehicles, joints at the right spacing and curing. Read plain and coloured concrete driveways for those points and exposed aggregate driveways if you want a stone finish.

If your lot has tight side access, backyard work needs more planning. Our alfresco and shed slabs page covers when a shed needs a permit and why a pump may be priced in.

What it costs

A Melbourne concreting guide verified in October 2026 lists coloured concrete at $100 to $210 per square metre and concrete paths at $79 to $170 per square metre. Whittlesea’s application and permit fees are separate and set by council; check the current figures on council’s site. For a complete breakdown see the concrete driveway cost guide.
